Action Track: Accelerating Solutions

Campaigning for a land-only property tax base

Requires an ongoing commitment to communicate with elected officials, the print media, activist groups concerned with sprawl, community revitalization and efficient use of land. This seemingly minor change in tax policy will do more to stem sprawling development than any land use restriction or planning measure. I chose it because of what I have learned over nearly five decades about the destructive character of the conventional property tax.

Community Capture of the Rental Value of Land

Access to land (to nature) is essential to human life. The failure to require those who control land to compensate the community for the privilege of controlling land to the exclusion of others has resulted in gross abuse and misuse of nature. Much of nature is today monopolized by a small minority of the world's population. Land prices skyrocket because land is treated as a main source of speculation for profit. Ideally, all control of land ought to be by competitive bidding for a leasehold estate, the "ground rent" paid to the community. Where private deeds are the norm, the annual tax on land held should equal its potential ground rent value. I have worked on this issue for forty years because it is the key to the solution of most of the planet's most serious social, economic, political and environmental problems. The solution is legislative action in every community and at every level of government.

    This afternoon, I am participating in a Zoom meeting of a team of activists working in the City of Baltimore to change the source of public revenue to come from those who control land in the city rather than from its residents, owners of buildings and the businesses who operate in the city. If successful, this effort at legislative reform will achieve: (a) expansion of the supply of decent, affordable housing; (b) an increase in job-creating economic activity; and (c) a reduction the the pressure for development of outlying regions, thus curbing in the Baltimore area the rapid loss of agricultural land that is replaced by sprawling development.

    Few of us understanding that the most serious problem we face is the privatization of control over nature. I regularly post comments on Youtube videos that focus on issues such as land reform, on the shortage of affordable housing, sprawling development and other problems caused by our failure to see that the potential rental value of all locations is captured to pay for public goods and services.

    Regularly, I do a search on Youtube for new videos dealing the property tax reform and post comments explaining why a land-only property tax base is preferable to the current system. Yesterday, I posted a long comment on about six or seven videos.
